Short answer: Business Plus is worth it only if its vetted filters and shortlists save you more time than an extra 5% of your freelancer spend. There is no subscription. The upgrade doubles the client marketplace fee from 5% to 10%, or from 3% to 8% with US bank payments.
That makes it a percentage decision, so the answer changes with your budget. At $2,000 a month the upgrade costs $100. At $20,000 it costs $1,000 a month, or $12,000 a year, for the same features. Put in manager time, it needs to save about 4.4 hours of screening a month at $10,000 of spend.

Freelancers apply to your post and you pick who to hire.
Basic charges 3% to 5% and gives you the open marketplace with standard support. Business Plus charges 8% to 10% and layers hiring tools on top. Neither plan has a monthly subscription, which surprises people, because older write-ups still quote a monthly price for Business Plus. Upwork's own description today is a higher fee with no up-front cost.

The upgrade costs five percentage points of whatever you pay freelancers, whichever payment method you use. That is easy to say and easy to underestimate, so here it is at five monthly budgets.

Notice what this does to the value of the features. A shortlist tool is worth the same to you whether you spend $5,000 or $40,000 in a month, but its price goes up eightfold between those two rows. A percentage fee charges the most to the teams whose hiring process is usually the most mature, and who need the hand-holding least.
Business Plus does claw a little back through the contract initiation fee, which it waives on most contracts. On Basic, starting five new contracts in a month costs at most $74.95 in initiation fees, and twenty costs at most $299.80. That offsets the upgrade for a small team that opens many contracts, and barely registers for a large one.
The honest way to judge the upgrade is in the currency it claims to save: your time spent screening proposals. BLS median pay for marketing and financial managers, loaded at 1.43 for benefits, puts a US manager hour at about $115. Divide the upgrade cost by that and you get the screening time the plan must remove each month to break even.

Under about $5,000 a month, the bar is low. Saving two hours of reading proposals is realistic if the vetted filter works for your roles, so the upgrade is defensible. At $40,000 a month the plan has to save more than two full working days every month, every month, including the months you are not hiring anyone new because your team is already in place. That is where it usually fails.
That last point matters more than it looks. The fee is charged on payments, not on hiring activity. Once a team is staffed, the shortlist tools sit idle while the extra 5% keeps running on every invoice. A plan that pays for itself during a hiring push can quietly cost thousands in the steady months after it.
Spend under about $5,000 a month, lots of new contracts, no one whose job is recruiting. The upgrade is cheap in dollars, the waived initiation fees offset part of it, and the vetted filter replaces time you do not have.
Staffing several roles in a few weeks is where shortlists earn their keep. Plan to move back to Basic once the team is in place, because the fee does not know the push is over.
Long-running contracts at $20,000 a month or more cost $12,000 a year extra on Business Plus for tools you are no longer using. Basic with ACH is the cheapest way to keep paying the same people.
If your freelancers come from referrals and you only use Upwork to pay them, you are paying double the fee for discovery you do not need.
Larger teams tend to reach for Business Plus for the reporting and billing controls as much as for the talent filters, because contractor spend across a department gets hard to see. Those controls solve the finance side. They do not settle whether each engagement is structured the way federal and state labor rules expect, and worker classification is an area where the rules keep being revised, so teams at that size usually add proper regulatory change monitoring rather than relying on a marketplace to track it. If you reached the bottom of the break-even table and the answer was no, the problem is the percentage itself. A flat price behaves the other way. The crossover against Business Plus sits at $3,490 of monthly spend by card and $4,363 with ACH. Below that, Business Plus is cheaper, and plain Basic cheaper still. Business Plus has no subscription fee. You pay a marketplace fee of 10% on every payment to freelancers, or 8% if you are an eligible US client paying by bank account. Basic charges 5%, or 3%, so the real price of the upgrade is five extra percentage points on everything you spend.
Business Plus adds filters for Expert-Vetted talent, a curated shortlist from Upwork's recruiting assistant, more invites per job post, team spend reporting, flexible billing including monthly invoicing, and priority support around the clock. It also drops the contract initiation fee except on fixed-price contracts of $100 or less.
It is worth it when the vetted filters and shortlists save more manager time than the extra 5% costs. At $10,000 a month of spend the upgrade costs $500 a month, which is about 4.4 hours of a loaded US manager. If it does not save that much screening, stay on Basic.
There is no subscription to cancel, so leaving Business Plus means moving your account back to the Basic plan, and what changes is the fee rate on future payments. Ask Upwork support how the switch treats contracts already running and any monthly invoicing terms before you change.
