The offshore row is real and the saving is real, but it is not free money. Complexity is the strongest single driver of app development cost, and it is not about screen count. It is about how much of the app has to be built rather than configured, and how many systems it has to talk to. A ten-screen app with no backend is cheap. Two rows deserve a warning. The prototype row is genuinely useful for testing an idea with real users, but nothing in it is reusable in production, so treat that money as research spend rather than a head start. And the jump from MVP to mid-complexity is where most budgets break, because the features that push you across the line (payments, roles and permissions, an admin panel, offline support) each sound like a checkbox and each carry weeks of work behind them.

Note what the blended agency rate hides. It is an average across a senior architect, a mid-level developer, a designer, a QA tester and a project manager. Some of those hours genuinely need the senior; many do not. When you hire the practitioners directly you pay each hour at its own rate instead of paying the blended number for all of them.

A price tells you nothing on its own. Hours tell you everything. Divide any app quote by the hourly rate behind it and you get the amount of human work you are actually buying, which is the only number that lets you compare two proposals honestly, sanity check a timeline, and spot the quote that cannot possibly be delivered.

Ask any vendor for the blended rate and the estimated hours, not just the total. Two things happen. Vendors who estimate properly answer in a sentence, and vendors who guessed go quiet. Look at the last column. At the middle of the industry range, 20% a year, five-year ownership is exactly double the number on the quote. Put differently, your maintenance spending equals a second complete build after 5.0 years at 20%, after 4.0 years at 25%, and after 6.7 years at 15%. You pay for a second app and you never get one.
The practical consequence is that build price and maintenance rate should be negotiated together, and almost never are. A vendor quoting $50,000 with a 25% maintenance agreement costs more over five years ($112,500) than one quoting $60,000 with 15% ($105,000). Ask for the maintenance percentage in writing before you compare build quotes, because it can reverse the ranking.
iOS, Android or both
iOS and Android cost roughly the same to build for at the same scope, so platform on its own is a weak price driver. The expensive decision is whether you ship one codebase or two. Two native apps means two builds, two test cycles and two maintenance bills, forever.
A cross-platform framework such as Flutter or React Native typically cuts the combined build cost by up to 40%. What most comparisons miss is that the saving does not happen once.

Forty percent off the build becomes forty percent off every maintenance year too, so the five-year gap is $96,000, exactly double the $48,000 you saved on build day. That is the argument for cross-platform, and it is a much stronger one than the build-day discount people usually quote.
Native still wins in specific cases: heavy graphics and games, serious camera or sensor work, tight platform integrations, and anything where you need a new OS feature the day it ships. If none of those describe your app, cross-platform is usually the cheaper answer twice over.
Freelance against hiring
Somewhere in every app budget conversation, someone suggests just hiring a developer. It is a fair idea and the arithmetic is worth doing properly, because salary is not the cost.
